Second, the scope of inspection and key content

The scope of this safety production inspection is in all regions of the country, in various industries, and in various types of enterprises and personnel.

(1) Enterprise level.

5. Emergency management. 3. Implementation of safety and security system measures. Focus on inspection of safety production inspections and investigations on unannounced visits and implementation of hidden dangers; conduct safety risk identification, grading control and hidden danger investigation and management for key industry sectors that are likely to cause mass casualties and flood safety work; Safe access, strengthen the control of the source; prevent the implementation of various responsibility measures for the prevention of serious accidents.

4. In-depth development of special governance. The specific inspection contents of each key industry sector shall be formulated by the relevant departments in combination with the actual situation.

Third, work arrangements

3. All kinds of enterprises should organize a comprehensive investigation of safety risks and hidden dangers in the entire process of production and operation, and each part, every link, and each position, formulate risk prevention and control measures, establish a list of safety hazards and rectification lists, and implement safety hazards. Renovate responsibilities, measures, funds, time limits, and plans to completely rectify hidden dangers. The list of hidden dangers and the implementation of rectification are announced within the enterprise and submitted to the local safety supervision department and industry management department.

All regions and relevant departments shall submit the implementation plan for the inspection before July 15, and report the mobilization and deployment to the Office of the Security Council of the State Council before the end of July.

(2) In-depth inspection, strict law enforcement, and centralized rectification. (August to September)

1. All regions and relevant departments shall formulate checklists in accordance with the actual conditions, detailing the inspection items, specific contents and inspection standards. 2. 4. All regions and relevant departments should strengthen warning education and joint punishment, focus on a number of major accidents and serious violations of laws and regulations, and announce a number of enterprises that implement joint disciplinary and “blacklist” management, and announce a batch of legally closed and banned. Enterprises that violate laws and regulations and do not meet the conditions for safe production. The provinces (autonomous regions and municipalities) and the Xinjiang Production and Construction Corps concentrated on exposure of at least two batches (times) during the major inspection period.

5. The Organizing and Steering Group of the Office of the Security Council of the State Council has continued to supervise and inspect all regions since the beginning of August.

All regions and relevant departments shall submit the stage of the inspection and law enforcement punishment and centralized rectification to the Office of the State Council Security Committee before September 5.

(3) On-the-spot inspection, overall promotion, consolidation and improvement. (September to October)

All regions and relevant departments should give full play to the role of various media, adopt various forms, and carry out extensive publicity and launching of safety inspections to form a strong publicity campaign and create a strong public opinion atmosphere.
