In the winter and spring, there is no large-scale cold damage in the province, and the soil moisture is better. It is expected that the grain yield in Xiaochun is still good. The development of winter agriculture is that the province's development area is planned to be stable at more than 25 million mu, including 6.8 million mu of winter vegetables, 2.8 million mu of winter potatoes and 4.5 million mu of winter rape. The production situation in Dachun is that the province's grain planting intention area is stable at more than 43 million mu, including 12 million mu of rice, 22.5 million mu of corn and 7 million mu of potato. According to preliminary forecast statistics, in 2017, the province needed 54.38 million kilograms of hybrid corn, 7.36 million kilograms of hybrid rice, and 38.25 million kilograms of conventional rice, of which the demand for commercial seeds was 15.65 million kilograms. Due to the increase in production last year and the increase in the stocks of various enterprises, the current monitoring point shows that prices have stabilized.

In 2017, the key initiatives of Yunnan Province were linked to further promote the structural reform of the agricultural supply side. The person in charge of the Provincial Department of Agriculture said that this year, in combination with Yunnan's agricultural reality, efforts should be made to supply structural reforms. On the one hand, it is necessary to accelerate the optimization and adjustment of the agricultural structure, and on the other hand, it is necessary to fill in the shortcomings of efficiency as soon as possible. Focusing on these two aspects, this year's agricultural system in the province will focus on improving the grain production capacity, stabilizing grain production area, optimizing the internal structure of grain, accelerating the research and development and promotion of excellent crop varieties, and inappropriate areas. The variety resolutely withdrew. Efforts will be made to increase grain yields, pay more attention to increasing grain production capacity, and more effectively implement the strategy of “grabbing grain on the ground and storing grain in technology”. We will make overall adjustments to the grain and feed structure, and actively and steadily carry out the delineation of the grain production functional zones.

At the same time, solidly cultivate key industries. Vigorously develop nine key specialty industries of tea, vegetables, flowers, fruits, Chinese herbal medicines, pigs, cattle, sheep, coffee and edible fungi, and actively develop 60 key industrial counties. Start the high-altitude modern agricultural industry fund as soon as possible, speed up the establishment of key industry sub-funds, and strive to invest more than 40% of the total fund in the development of modern agricultural industry with plateau characteristics during the year.

And create a batch of agricultural complexes to accelerate the “100-million-mu” tea industry chain comprehensive demonstration zone in Pu'er City, the “green gold industry integration ecological corridor” in Fengqing County of Linyi City, and the “rice-fish duck” in Yuanyang County of Honghe Prefecture. The symbiotic complex, the Huaxi County Flower Industry Park in Honghe Prefecture, and the “Three-Production Integration Demonstration Zone” in the tea industry complex in Menghai County, Xishuangbanna Prefecture. An agricultural service complex was built in 13 townships including Yuanjiang Manlai Town. Closely follow the production environment, production process, product processing, storage, transportation and other links, carry out the standardization and revision of the whole industry chain, vigorously promote agricultural standardization production technology, and enhance the supply capacity of green agricultural products.
