These policies have eased the relocation burden of the masses, mobilized the enthusiasm of the masses to relocate and helped improve the production and living conditions of a considerable number of people. “In Wushan County, due to the high cost of relocation, it is conservatively estimated that there are more than 1,000 poor farmers in the county who want to move but cannot move,†said Zhu Qinwan.

Many poverty-stricken people said that poverty alleviation and the relocation of poor farmers from the poor mountain to the rural areas of Pingba, where living conditions are relatively good, are a kind of effective poverty alleviation method. However, due to the current increase in the cost of relocation, many poor farmers “can’t afford†government relocation support policies, and they can only stick to the remote mountains and poor land.
Liu Xingguo, a farmer from Cherry Village in Tuxiang Town, Fengjie County, had been planning to move to Caodang Township with better natural conditions in 2009. However, after calculating a relocation account, he decided to give up. Liu Xingguo said: "My family of six people, after moving to buy a house, buy contracted land, etc. need to spend about 15 million, after deducting government grants of 36,000 yuan, they have to save more than 10 million, but I am now home deposits only about 4 Millions of dollars.
